ইউরো ২০০২ সালে ১২টি জাতীয় মুদ্রার পরিবর্তে চালু করা হয়েছিল। তখন মত্র সাতটি দেশ ইউরোপীয় ইউনিয়নে যোগ দিয়েছে

ইউরোপীয় ইউনিয়ন বা ইইউ (ইংরেজি: European Union, EU; ইংরেজি: /ˌjʊərəˈpiːən ˈjuːnjən/ (শুনুনⓘ))[১১] ইউরোপ মহাদেশের অধিকাংশ দেশের একটি অর্থনৈতিক ও রাজনৈতিক জোট।[১২][১৩] এর অধীনে অভিন্ন মূদ্রা (ইউরো), ইউরোপীয় সংসদ, ইত্যাদি অনেক বিষয় রয়েছে। বর্তমানে ইউরোপীয় ইউনিয়নের সদস্য রাষ্ট্র সংখ্যা ২৭। এর দাপ্তরিক ভাষা ২৪ টি। যার মধ্যে৩ (সংখ্যা) টি প্রধান। সংস্থাটির সদর দপ্তর ব্রাসেলস(বেলজিয়াম)।

a ১৯৯০ সালের ৩ অক্টোবর প্রাক্তন পূর্ব জার্মানি বিশেষ আইনের মাধ্যমে পশ্চিম জার্মানির অন্তর্ভুক্ত হয়ে যাওয়ায় পূর্ব জার্মানি স্বয়ংক্রিয়ভাবেই ইইউ-এর সদস্যপদ লাভ করে।

সংক্ষিপ্ত ইতিহাস

দ্বিতীয় বিশ্বযুদ্ধের পর সমস্ত ইউরোপ মহাদেশে ব্যাপকভাবে জাতীয়তাকরনে পুরো ইউরোপে সংকটময় পরিস্থিতি সৃষ্টি করে। ১৯৪৮ সালের হেগ সম্মেলন (Hague Congress) ছিল ইউরোপীয় ফেডারেল ইতিহাসের এক গুরুত্বপূর্ণ পদক্ষেপ যা কিনা পরবর্তীতে ইউরোপীয় আন্তর্জাতিক আন্দোলন (European Movement International) ও ইউরোপীয় কলেজ (College of Europe) প্রতিষ্ঠায় গুরুত্বপূর্ণ ভূমিকা রাখে। ১৯৫১ সালে ইউরোপীয় কয়লা ও ইস্পাত সম্প্রদায় (European Coal and Steel Community) গঠিত হয় যা ইউরোপীয় ফেডারেশনের প্রথম পদক্ষেপ হিসেবে বিবেচিত হয়। এই সমিতির লক্ষ্য ছিল ভারী শিল্প কারখানাগুলো পুরো ইউরোপময় ছড়িয়ে দিয়ে নিজেদের মাঝে যুদ্ধ কলহ বন্ধ করা ও পরস্পর ভাতৃত্ব্যবোধ বাড়ানো।

১৯৫৭ সালের ২৫ মার্চ পশ্চিম ইউরোপের ৬টি দেশের মধ্যে একটি চুক্তি স্বাক্ষরিত হয় যা 'রোম চুক্তি' (Rome Treaty) নামে পরিচিত। এই চুক্তির ফলে ইউরোপীয় কয়লা ও ইস্পাত সম্প্রদায়ের (European Coal and Steel Community) কর্মপরিধি বর্ধিত হয় এবং বেলজিয়াম, ফ্রান্স, ইতালি, পশ্চিম জার্মানি, লুক্সেমবার্গ ও নেদারল্যান্ডের সমন্ময়ে ইউরোপীয় অর্থনৈতিক সম্প্রদায় (European Economic Community) গঠিত হয়। একই দিনে অন্য আরেকটি চুক্তি স্বাক্ষরিত হয় যার ফলে ইউরোপীয় দেশগুলো আণবিক শক্তির উন্নয়নের জন্য ইউরোপীয় আণবিক শক্তি সম্প্রদায় (European Atomic Energy Community (Euratom)) গঠন করে। দুটি চুক্তিই ১৯৫৮ সালের ১ জানুয়ারি কার্যকর হয়। ১৯৬৭ সালে মার্জার চুক্তি (Merger Treaty) নামে একটি চুক্তি স্বাক্ষরিত হয়। চুক্তি অনুসারে একই দিক নির্দেশনা নির্ধারণ করা হয় এই ৩টি সম্প্রদায়ের জন্য যাদের একসাথে 'ইউরোপীয় সম্প্রদায়' (European Community) নামে অভিহিত করা হতো।

১৯৭৩ সালে EC এর পরিধি বর্ধিত হয় যুক্তরাজ্য, আয়ারল্যান্ড ও ডেনমার্ক(গ্রীনল্যান্ড সহ, পরবর্তিতে ১৯৮৫ সালে গ্রীনল্যান্ড EC থেকে বেরিয়ে যায়) এর যোগদানের মধ্য দিয়ে। একই সময়ে নরওয়ে যোগ দিতে চেয়েছিল কিন্তু তাদের ভোটারদের অসমর্থনে নরওয়ে এতে যোগ দেয়নি। ১৯৭৯ সালে ইউরোপীয় পার্লামেন্টে প্রথম সরাসরি ও গনতান্ত্রিক নির্বাচন অনুষ্ঠিত হয়। ১৯৮১ সালে গ্রিস যোগ দেয় এবং ১৯৮৬ সালে পর্তুগাল ও স্পেন যোগ দেয়। ১৯৮৫ সালে শেনজেন চুন্তির (Schengen Agreement) মাধ্যমে সদস্য ও ইউরোপের অন্য কয়েকটি রাষ্ট্রের মধ্যে পাসপোর্টবিহীন সীমান্ত ধারণার উপায় তৈরি হয়। ১৯৮৬ সালে ইউরোপীয় পতাকা ব্যবহার শুরু হয় এবং একক ইউরোপীয় আইন স্বাক্ষরিত (Single European Act) হয়। ১৯৯০ সালে পূর্ব জার্মানি EC এর অন্তর্ভুক্ত হয় নতুন একক জার্মানি গঠনের ফলে।

১৯৯২ সালের ৭ ফেব্রুয়ারি নেদারল্যান্ডের ম্যাসট্রিচটে ইউরোপীয় সম্প্রদায়ের সদস্যদের মধ্যে একটি চুক্তি স্বাক্ষরিত হয় যা ম্যাসট্রিচট (Maastricht Treaty) চুক্তি নামে পরিচিত। ১ নভেম্বর ১৯৯৩ সালে এই চুক্তি কার্যকর হয় যার ফলে 'ইউরোপীয় ইউনিয়ন' এবং ইউরোপের একক মুদ্রা হিসেবে 'ইউরো' চালু হয়। ১৯৯৫ সালে অষ্ট্রিয়া, ফিনল্যান্ড ও সুইডেন এতে যোগ দেয়। ২০০২ সালে ১২টি সদস্য রাষ্ট্র মুদ্রা হিসেবে ইউরো গ্রহণ করে। ২০০৪ সালে সাইপ্রাস, চেক প্রজাতন্ত্র, এস্তোনিয়া, হাঙ্গেরি, লাটভিয়া, লিথুয়ানিয়া, মালটা, পোল্যান্ড, স্লোভাকিয়া ও স্লোভেনিয়া EU তে যোগদান করে।

১ম জানুয়ারি, ২০০৭ রুমানিয়া ও বুলগেরিয়া এতে যোগদান করে। ওই বছরেই স্লোভেনিয়া ইউরো গ্রহণ করে। ২০০৮ সালে সাইপ্রাস ও মালটা ইউরো গ্রহণ করে এবং স্লোভাকিয়া ২০০৯ সালে ও এস্তোনিয়া ২০১১ সালে ইউরো গ্রহণ করে। ২০০৯ সালে পার্লামেন্ট নির্বাচন অনুষ্ঠিত হয় এবং আইসল্যান্ড সদস্যপদের জন্য আবেদন করে। ১ম ডিসেম্বর ২০০৯ সালে লিসবন চুক্তি কার্যকর হয় যা EU অনেক পরিবর্তন নিয়ে আসে। বিশেষকরে এটি ইউরোপীয় ইউনিয়নের কাঠামো নতুন করে তৈরি করে, ইউরোপীয় ইউনিয়নের ৩টি সম্প্রদায়ের জন্য অভিন্ন আইন তৈরি হয় এবং ইউরোপীয় কাউন্সিল এর সভাপতি পদ তৈরি করে।

নোবেল পুরস্কারপ্রাপ্তি

ইউরোপে শান্তি ও স্থিতিশীলতা এবং গণতন্ত্র ও মানবাধিকার সমুন্নত রাখায় ইউরোপীয় ইউনিয়ন ২০১২ সালের নোবেল শান্তি পুরস্কার লাভ করে।[১৪][১৫] নোবেল কমিটি সংস্থাটিকে নোবেল পুরস্কার প্রদানে বলেছে,[১৬]

দ্বিতীয় বিশ্বযুদ্ধের উন্মাদনা ও মরণ খেলার পর ইউরোপ নতুন করে গড়ে উঠেছে ......... আজ জার্মানি এবং ফ্রান্সের মধ্যেকার যুদ্ধের কথা চিন্তাই করা যায় না। এর মাধ্যমেই দেখা যায় আন্তরিক ইচ্ছা, পারস্পরিক সদ্বিশ্বাস ও আস্থা অর্জনের মাধ্যমে ঐতিহাসিক শত্রুতা ভুলে দেশগুলো একে-অপরের ঘনিষ্ঠ সহযোগী হয়ে উঠেছে।
