বেলফোর ঘোষণা (তারিখ ২ নভেম্বর ১৯১৭) হল ব্রিটিশ ইহুদি সম্প্রদায়ের একজন নেতা ব্যারন রথচাইল্ডের কাছে যুক্তরাজ্যের পররাষ্ট্র সচিব আর্থার জেমস বেলফোরের লেখা একটি চিঠি। জায়নিস্ট ফেডারেশন অব গ্রেট ব্রিটেন এন্ড আয়ারল্যান্ড নামক সংগঠনের কাছে পাঠানোর জন্য চিঠিটি তাকে দেয়া হয়।

His Majesty's government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavours to facilitate the achievement of this object, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.[১]

একসপ্তাহ পর ৯ নভেম্বর ১৯১৭ চিঠিটি পত্রিকায় প্রকাশিত হয়।[২] "বেলফোর ঘোষণা" পরবর্তীতে উসমানীয় সাম্রাজ্যের সাথে সেভ্রেস শান্তি চুক্তি ও ফিলিস্তিনের মেন্ডেটে অন্তর্ভুক্ত করা হয়। মূল কপিটি ব্রিটিশ লাইব্রেরীতে সংরক্ষিত আছে।

ফিলিস্তিন অঞ্চলে ইহুদিদের উপস্থিতি বৃদ্ধির জন্য প্রথম দিকে ব্রিটিশ রাজনৈতিক সমর্থন ভূ-রাজনৈতিক গণনার উপর ভিত্তি করে করা হয়।[৩]:২ এই সমর্থন ১৮৪০ এর দশকে শুরু হয়[৪]:৪২ এবং মিশরের বিচ্ছিন্নতাবাদী অটোমান গভর্নর মুহাম্মদ আলী সিরিয়া ও ফিলিস্তিন দখলের পর লর্ড পামারস্টনের নেতৃত্বে এটি শুরু হয়।[৫]:৫-৯[৬]:৮-৯

১৯১৪ সালে ইউরোপে ত্রিপক্ষীয় আতাত (ব্রিটেন, ফ্রান্স ও রুশ সাম্রাজ্য) ও অক্ষশক্তির মধ্যে (জার্মানি, অস্ট্রিয়া-হাঙ্গেরি, একই বছরে কিছুকাল পর উসমানীয় সাম্রাজ্য এতে যোগ দেয়) যুদ্ধ বেধে যায়। পশ্চিম রণাঙ্গনের যুদ্ধ একটি অচলাবস্থা সৃষ্টি করে। জোনাথন স্কিনার লিখেছেন:

Thus the view from Whitehall early in 1916: If defeat was not imminent, neither was victory; and the outcome of the war of attrition on the Western Front could not be predicted. The colossal forces in a death-grip across Europe and in Eurasia appeared to have canceled each other out. Only the addition of significant new forces on one side or the other seemed likely to tip the scale. Britain's willingness, beginning early in 1916, to explore seriously some kind of arrangement with "world Jewry" or "Great Jewry" must be understood in this context.[৭]
