জলি রজার (ইংরেজি: Jolly Roger) হল মড়া মানুষের মাথার খুলি এবং আড়াআড়ি ভাবে রক্ষিত দুটি হাড় সংবলিত একধরনের পতাকা যা জলদস্যুরা তাদের জাহাজের মাস্তুলে আক্রমণের পূর্ব মুহূর্তে ব্যবহার করত। বর্তমানে জলি রজার হিসেবে যেসব পতাকা চিহ্নিত করা হয় তা মূলত, একটি কালো ক্ষেত্রের উপর মানুষের মাথার খুলি এবং খুলির নিচে দুটি দীর্ঘ হাড় আড়াআড়িভাবে (এক্স মার্ক) দেওয়া থাকে। এধরনের নকশার পতাকা কয়েকজন জলদস্যু ব্যবহার করত। তাদের মধ্যে, এডওয়ার্ড ইংল্যান্ড, ক্যাপ্টেন ব্ল্যাক স্যাম বেল্লামিজন টেইলর অন্যতম।[১] এছাড়া অন্যান্য জলদস্যুরা তাদের নিজস্ব জলি রজার ব্যবহার করত। কিছু কিছু জলি রজার পতাকায় বালিঘর (Hourglass) ব্যবহার করা হত যা ১৭ থেকে ১৮ শতকের দিকে ইউরোপে মৃতদের প্রতীক হিসেবে চিহ্নিত ছিল। জনপ্রিয় সংস্কৃতিতে ব্যবহার বাদে, ১৭ ও ১৮ শতাব্দীর অধিকাংশ জলদস্যু জলি রজার হিসেবে শুধুমাত্র একটি কালো কাপড় বা লাল কাপড় ব্যবহার করত।

ঐতিহাসিকভাবে, এই পতাকাটি উড়ানো হতো শিকার জাহাজকে ভয় দেখানোর জন্য যাতে তারা কোন প্রকার যুদ্ধ ব্যতিরেকে আত্মসমর্পণ করে। এছাড়াও জলি রজার উড়ানোর আরো একটি উদ্দেশ্য হল, শিকার জাহাজের ক্রুদের (কর্মী) কাছে এই বার্তা পৌঁচ্ছে দেওয়া যে, জলি রজার টানানো জাহাজের আরোহীরা আউটল (আইনের দ্বারা দোষী সাবস্থ) এবং প্রচলিত আইনকানুনের প্রতি তাদের বিন্দু মাত্র শ্রদ্ধা নেই (যদিও সচরাচর জলদস্যু গ্রেফতার হলে তাদের ফাঁসিতে ঝুলানো হত)। শিকার জাহজটি পতাকা দেখে আত্মসমর্পণ করলে অধিকাংশ ক্ষেত্রেই জলদস্যুরা মালামাল লুট করে জাহাজের কর্মীদের ছেড়ে দিত। কিছু কিছু ঐতিহাসিকদের মতে, জাহাজকে ভয় দেখানোর জন্য প্রথমে কালো পতাকা ব্যবহার করা হত, যার অর্থ, আত্মসমর্পণ করলে শিকার জাহাজের কর্মীদের ক্ষমা করে দেওয়া হবে। কোন জাহাজ আত্মসমর্পণ না করলে তখন লাল পতাকা উড়ানো হত যার অর্থ, যুদ্ধ করে জলদস্যুরা জয়ী হলে অপর জাহাজের সব কর্মীকে হত্যা করা হবে।
