রাজনৈতিক ও সমাজবৈজ্ঞানিক তত্ত্বে প্রবর বলতে ক্ষমতাশালী বা বিত্তশালী ব্যক্তিদের একটি ক্ষুদ্র দলকে বোঝায়, যারা কোনও সমাজ বা গোষ্ঠীতে অসম অনুপাতে সম্পদ, বিশেষাধিকার, রাজনৈতিক ক্ষমতা বা বিশেষ কোনও দক্ষতার অধিকারী হয়। ক্যামব্রিজ অভিধানের সংজ্ঞানুযায়ী "প্রবর" (ইংরেজি এলিট) কথাটি দিয়ে "সমাজের সবচেয়ে ধনশালী, সবচেয়ে ক্ষমতাশালী, সর্বোচ্চ শিক্ষিত, বা সর্বোচ্চ প্রশিক্ষিত দলগুলিকে" বোঝানো হয়।

মার্কিন সমাজবিজ্ঞানী সি. রাইট মিলসের মতে প্রবর দলভুক্ত ব্যক্তিরা সমাজে তাদের দলের সহ-সদস্যদের গুরুত্বের ব্যাপারে সম্মত হয়ে থাকে। "তারা [নিয়মতান্ত্রিকভাবে] একে অপরকে সম্মতি প্রদান করে, একে অপরকে বোঝে, একে অপরকে বিয়ে করে, এবং একসাথে বা নিদেনপক্ষে একইভাবে চিন্তা ও কাজ করার প্রবণতা প্রদর্শন করে।" প্রবরদের অস্তিত্ব সু-নিয়ন্ত্রিত, যেখানে শিক্ষা একটি গুরুত্বপূর্ণ ভূমিকা পালন করে।
