জারোয়া জাতিগোষ্ঠী হল ভারতীয় আদিবাসীদের মধ্যে এক গোষ্টীর আদিবাসী, যাদের বসবাস আন্দামান দ্বীপপুঞ্জে। তাদের বর্তমান সংখ্যা আনুমানিক ২৫০-৪০০-র মধ্যে। তারা মূলত বাইরের সঙ্গে পারস্পরিক ক্রিয়া এড়িয়ে চলে যেহেতু, তাদের সমাজ, সংস্কৃতি এবং ঐতিহ্যের বিবরণ বোধ দুর্বল। তাদের নামের মানে মূলত "পৃথিবীর মানুষ" অথবা "প্রতিকূল মানুষ"।

অন্যান্য আদিবাসী আন্দামানীয় মানুষের মতন, তারা অন্তত হাজার কয়েক বছরের জন্য দ্বীপপুঞ্জে অধ্যুষিত, এবং সম্ভবত সেই ঘটনাটা অনেক দীর্ঘতর হচ্ছে। যদিয় আন্দামান দ্বীপপুঞ্জ দীর্ঘকাল ধরে বাইরের মানুষের কাছে পরিচিত, তবুও তারা বাইরের মানুষের সাথে কম যোগাযোগ করে এবং এই ধরনের যোগাযোগ প্রধানত অস্থায়ী ও বিক্ষিপ্ত ছিল। তাদের ইতিহাসের সবচেয়ে মজার দিক হল তারা অন্যান্য আন্দামানীয় গোষ্ঠীর মানুষজনের সাথে যোগাযোগ করে। আর এই কারণেই তারা বাইরের জগতের সংস্কৃতির সাথে অপরিচিত এখনও পর্যন্ত।

কিছু ইঙ্গিত আছে যে জারোয়া জাতিগোষ্টী বিলুপ্ত জাঙ্গিল উপজাতি থেকেই শতাব্দী বা সহস্রাব্দ যুগ আগে বিভক্ত হয়েছে কিন্তু জারোয়া জাতিগোষ্টী এখনও পর্যন্ত বিলুপ্ত হয়নি যেটা তার উপজাতি অর্থাৎ জাঙ্গিল উপজাতি হয়েছে। [১] এছাড়াও জাঙ্গিল উপজাতি বিলুপ্ত হয়েছে সম্ভবত ১৯৩১ সালে। [২]

১৯ শতকের আগে এদের বসতি ছিল দক্ষিণ আন্দামান দ্বীপপুঞ্জ এর দক্ষিণপূর্ব অংশে বিস্তৃত ছিল এবং এর কাছাকাছি ক্ষুদ্র দ্বীপগুলোতেও। প্রথম ব্রিটিশ উপনিবেশ প্রতিষ্ঠার পরে ১৭৮৯ সালে এরা রোগ দ্বারা বিলুপ্ত হতে থাকে বলেই সন্দেহ করা হয়। [৪] আন্দামানীয় উপজাতিদের রোগ, মদ্যাশক্তি, ব্রিটিশ স্পন্সরকৃত ধ্বংসর দ্বারা পুরোপুরি ধ্বংস করে দেবার চেষ্টা চালানো হয় [৫] মূলত পশিম দিককে ফাঁকা রেখে যেখানেই জারোয়ারা পরবর্তীকালে তাদের বসতি গড়ে তোলে। মূল ভূখণ্ড ভারতীয় ও কারেন (বার্মিজ) ঔপনিবেশিকদের অভিবাসন এর দুই শতক আগেই এই ঘটনাকে ত্বরান্বিত করেছিল। এর আগে এটা দেখা গেছে যে তারা ক্রমাগত বাইরের লোকেদের থেকে তাদের স্বাধীনতা এবং দূরত্ব বজায় রাখার চেষ্টা করে গেছে সক্রিয়ভাবে যোগাযোগের প্রচেষ্টাকে নিরুৎসাহ দিয়ে। ১৯৯৮ থেকে তারা বাইরের লোকেদের সাথে যোগাযোগ করার চেষ্টা করেছে। বিশেষ করে পর্যটকদের সাথে তাদের যোগাযোগ আরও বিপজ্জনক হয়ে ওঠে তাদের রোগের কারণে। [৬] বাকি আন্দামানীয় জাতিদের মধ্যে শুধুমাত্র সেন্টিনাল জাতিরাই একটি বিছিন্ন পরিস্থিতি বজায় রেখেছে। এখন জারোয়া জাতিগোষ্টীর সাথে বাইরের মানুষের যোগাযোগ অনেক ভালো হয়েছে। আন্দামান ট্রাঙ্ক রোডের মাধ্যমে এদেরকে নিকটবর্তী হাসপাতালে চিকিৎসার ব্যবস্থা করা হয়েছে। এছাড়াও কিছু জারোয়া সভ্য হয়েছে, তাদের ছেলে মেয়েদের কে নিকটবর্তী স্কুলে ভর্তিও করানো হয়েছে। [৭]

গ্রেট আন্দামান ট্রাঙ্ক রোডের প্রভাব[সম্পাদনা]

জারোয়াদের জনবসতি আন্দামানের পশ্চিমে বন জঙ্গলের মধ্যে দিয়ে গ্রেট আন্দামান ট্রাঙ্ক রোড এর নির্মাণ জারোয়া জাতিদের মধ্যে আতঙ্কের সৃষ্টি করেছে।[৮][৯] ১৯৯৭ সাল নাগাদ কিছু জারোয়াকে দেখা যায় তাদের বন থেকে বেরিয়ে এসে কাছাকাছি জনবসতিতে ঘুরে বেরাতে। একমাসের মধ্যে একটি মারাত্মক মহামারী হাম ছড়িয়ে পরেছিল। এর পরে ২০০৬ তে আবার এই মহামারী হাম রোগ ছড়িয়ে পরে যদিও কোন মৃত্যু সংবাদ পাওয়া যায়নি।

হাইওয়ের প্রভাব, ব্যাপক আক্রমণ, চোরাশিকার ও জারোয়া বাণিজ্যিক জমি শোষণ ছাড়াও কলকাতা হাই কোর্ট এই দ্বীপপুঞ্জের ওপর একটি মামলা এখতিয়ার করেছে। পরে এটি একটি জনস্বার্থ মামলা হিসেবে ভারতীয় সুপ্রিম কোর্ট অবধি ছড়িয়ে পরে। ওই হাইওয়ের দির্ঘায়ন ও কোর্ট থেকে নিষিদ্ধ করে দেওয়া হয়।[১০] তবে, আন্দামানের মধ্যে হাল্কা জারোয়া পরিবর্তন সম্ভবত অপরিবর্তনীয় ছিল এবং রাস্তা নির্মিত হাওয়ার আগে আরও পুঙ্খানুপুঙ্খভাবে মূল্যায়ন করা হয়েছে।[৮]

পর্যটনের প্রভাব[সম্পাদনা]

এর একটি মূল সমস্যা হল বিভিন্ন কোম্পানির দ্বারা পর্যটকেরা যখন ট্যুরে বেড়াতে যান ওই জারোয়া বস্তিতে তখন হাইওয়ের পাশে দাঁড়িয়ে ভিক্ষা চাওয়া জারোয়াদের সাথে কথাবার্তা বলতে চান অথবা তাদের ফটো তুলতে চান। এইগুলো ভারতীয় আইনের অবৈধ, সেই জন্য আন্দামান সরকার ও পর্যটন বিভাগ ২০০৮ এর মার্চ মাস থেকে তারা ট্যুর অপারেটরদের জন্য একটা নতুন নিয়ম জারি করেছেন যে জারোয়াদের সাথে ছবি তোলা বা তাদের ছবি তুলে নিয়ে যাওয়া, তাদের সাথে কথা বার্তা বলা, জারোয়া বস্তির মধ্যে দিএ যেতে গিয়ে যানবাহন কে থামানো ইত্যাদি নিষিদ্ধ করে দিয়েছেন আদিবাসী উপজাতি রক্ষা রেগুলশন, ১৯৫৬ এর অধীনে এবং সংবিধানের কঠোর ব্যাখ্যার অধীনে অভিযুক্ত করা হয়েছে।[১১] [১১]

২০০৬ সালে ভারতীয় পর্যটন কেন্দ্র জারোয়া বস্তি থেকে ৩ কিলোমিটার দূরে একটি রিসর্ট তৈরি করে। আন্দামান কর্তৃপক্ষের একটি ক্ষুদ্র অংশ চেয়েছিল যে এই রিসর্ট বন্ধ হোক এবং তারা কলকাতা হাই কোর্টের রায়ের বিরুদ্ধে আবেদন করেছিলেন।[১২] শেষে ভারতীয় পর্যটন কেন্দ্র এই মামলা জিতে যায়। কিছু ট্যুর কোম্পানী তাদের কিছু পর্যটকদের জারোয়াদের নির্জন জনবসতি এলাকায় নিয়ে আসত ভ্রাম্যমাণ গাড়ি করে যেখান থেকে তারা জারোয়াদের খাদ্য দিত।[১৩] ২০১২ তে একটি ভিডিও a video shot by a tourist থেকে আমরা দেখতে পাই যে একজন মহিলা একজন পুলিশকে নাচতে উৎসাহ করেছিল।
