পররাষ্ট্রমন্ত্রী হিসেবে রাইস তাঁর কার্যক্রম শুরুর সময় তিনি ট্রান্সফর্মেশনাল ডিপ্লোমেসি নামক একটি নতুন কূটনৈতিক নীতির সূচনা করেন, যা মূলত বৃহত্তর মধ্যপ্রাচ্যে গণতন্ত্রের দিকে আলোকপাত করে। গণতান্ত্রিকভাবে নির্বাচিত সরকারের প্রতি তাঁর সমর্থনের কারণে হামাস নির্বাচনে বিপুলভাবে জয়ী হওয়ার পরেও চাপের মুখে পড়ে। এছাড়া হামাসের প্রতি চাপ ছিলো বিভিন্ন ইসলামি সামরিক সংগঠন, সৌদি আরব, মিশর ও যুক্তরাষ্ট্রের মতো দেশগুলোর।[১]
মার্চ ২০০৯-এ রাইস পুনরায় স্ট্যানফোর্ড বিশ্ববিদ্যালয়ে রাষ্ট্রবিজ্ঞানের অধ্যাপক ও থমাস বারবারা স্টিফেনসন সিনিয়র ফেলো হিসেবে হুভার ইন্সস্টিটিউশনে ফিরে আসেন।[২][৩]
