১৯৪৯ সালের শেষের দিকে জে. এডগার হুভার, যুক্তরাষ্ট্রের এফ বি আই পরিচালক ও উইলিয়াম কিনসলে হাচিনসন [১], ইন্টারন্যাশনাল নিউজ সার্ভিস এর প্রধান সম্পাদক, এর মধ্যে হার্টস খেলার সময় এফবিআই শীর্ষ দশ ফেরারী তালিকা তৈরির চিন্তা শুরু হয়। তারা তখন এফবিআই(FBI) এর সবচেয়ে বড় আসামীদের কীভাবে ধরা যায় সে চিন্তা করছিলেন। এই আলোচনা মার্চ ১৪, ১৯৫০ তারিখে একটি প্রবন্ধ হিসেবে প্রকাশিত হয় এবং জনসমর্থন পায়। পরে অফিসিয়ালি FBI ভয়ঙ্কর ফেরারী আসামীদের ধরার জন্য একটি তালিকা প্রকাশ করে।

তালিকাতে কোন বিশেষ র‌্যাংকিং নেই। যদিও এফবিআই অতীতে তালিকায় থাকা অনেক ফেরারীকে ক্রমিক নম্বর দিয়ে চিহ্নিত করেছে। কেউ কেউ আবার তালিকায় একাধিকবার এসেছে ফলে তাদেরকে একটি স্থায়ী নম্বর দিয়ে দেয়া হয়েছে।

গ্রেফতার অথবা মৃত্যুর পর তালিকাভুক্ত আসামীদের নাম সরিয়ে ফেলা হয় ও এফবিআই নির্বাচিত নতুন ফেরারী আসামীর নাম অন্তর্ভুক্ত করা হয়। আসামীরা নিরপরাধ প্রমাণিত হলে বা তাদের মামলা প্রত্যাহার করা হলেও নাম প্রত্যাহার করা হয়। পাঁচবার এফবিআই এভাবে নাম প্রত্যাহার করেছে কারণ তারা মনে করেছে ফেরারীরা আর সমাজের জন্য ভয়ঙ্কর নয়।[১] ডোনাল্ড ইউজিন ওয়েব, যাকে ১৯৮১ সালে তালিকাভুক্ত করা হয়েছে, এখন পর্যন্ত তালিকায় সবচেয়ে অন্য সবার থেকে বেশি সময় ধরে আছে।[২] বিলি অস্টিন ব্রায়ান্ট তালিকায় সবচেয়ে কম মাত্র দুই ঘণ্টা ছিলেন ১৯৬৯ সালে।[৩]

তালিকাটি সাধারণত জনগনের চলাচলের জায়গা যেমনঃ ডাকঘর ইত্যাদিতে রাখা হয়। সেপ্টেম্বর ৭, ২০০৬ পর্যন্ত ৪৮৩ জনকে (৭ জন মহিলা) ফেরারী হিসেবে কে তালিকাভুক্ত করা হয়েছে, এবং ৪৫৪ কে গ্রেফতার বা চিহ্নিত করা হয়েছে, ১৪৮ জন (৩০.৬৪%) কে জনগনের সহায়তায় ধরা হয়েছে। ফলে সাফল্যের হার হচ্ছে ৯৪%।

এফবিআই শীর্ষ সন্ত্রাসীদের, তালিকাও রাখে। এছাড়া এফবিআই অপরাধ সঙ্কেত ওয়েব্যাক মেশিনে আর্কাইভকৃত ১০ নভেম্বর ২০০০ তারিখে, নিখোঁজ মানুষ ওয়েব্যাক মেশিনে আর্কাইভকৃত ১৩ সেপ্টেম্বর ২০০১ তারিখে, ও অন্যান্য ফেরারীদের তালিকাও রাখে।

Rewards are offered for information leading to capture of fugitives on the list; the reward is a minimum of $100,000 for all fugitives, currently exceeded in the cases of Jason Derek Brown at $200,000, Jose Rodolfo Villarreal-Hernandez at $1,000,000, and Rafael Caro Quintero at $20,000,000.

 Alexis Flores June 2, 2007 487 Flores is wanted for the kidnapping, rape and murder of five-year-old Iriana DeJesus in Philadelphia, Pennsylvania, in July 2000. He was deported to his native Honduras in 2005 after serving a prison term for forgery in Arizona. He was added to the list after deportation when his DNA was matched to the DeJesus crime.[৬][৭]
Jason Derek Brown December 8, 2007 489 Brown is wanted for murder and armed robbery in Phoenix, Arizona. Authorities allege that in November 2004, he shot and killed an armored car guard outside a movie theatre and fled on a bicycle with $56,000 in a duffel bag. The FBI is offering a reward of up to $200,000 for information leading to his capture.[৮][৯] Authorities believe he may have fled the country and could be living in France or Thailand.[১০]
Yaser Abdel Said December 4, 2014 504 Said is wanted for the double murder of his daughters in Irving, Texas on January 1, 2008.[১১][১২] He was captured on August 26, 2020, in Justin, Texas.[১৩]
Bhadreshkumar Chetanbhai Patel April 18, 2017 514 Patel allegedly stabbed and killed his wife in a doughnut shop in Hanover, Maryland on April 12, 2015. He was last seen taking a shuttle to Pennsylvania Station in Newark. According to authorities, he has connections to Canada, India, New Jersey, Kentucky, Georgia, and Illinois.[১৪][১৫][১৬]
Alejandro Castillo October 24, 2017 516 Castillo is wanted in connection with the 2016 murder of a 23-year-old woman, Truc Quan “Sandy” Ly Le, whom he had previously dated. The two became acquainted while working together in a শার্লট restaurant.[১৭]
Rafael Caro Quintero April 12, 2018 518 Caro Quintero, a former Mexican cartel leader, is wanted for his role in the kidnapping and murder of the U.S. Drug Enforcement Administration (DEA) agent Enrique Camarena Salazar, his pilot Alfredo Zavala Avelar, American writer John Clay Walker and dentistry student Alberto Radelat in 1985. He spent 28 years in jail in Mexico before being released in 2013; a new arrest warrant was issued shortly after his release. A reward of $20,000,000 is offered for information leading to his capture, the highest such reward currently offered.[১৮]
Arnoldo Jimenez May 8, 2019 522 Jimenez is wanted for the murder of his wife on May 12, 2012. Jimenez allegedly stabbed his wife to death just hours after their wedding. Her body was found in a bathtub at her apartment in Burbank, Illinois.[১৯]
Eugene Palmer May 29, 2019 523 Palmer is wanted for the murder of his daughter-in-law on September 24, 2012 in Stony Point, New York.[২০]
Jose Rodolfo Villarreal-Hernandez October 13, 2020 524 Villarreal-Hernandez is wanted for directing individuals to track and murder a man in Southlake, Texas in May 2013. A reward of up to $1,000,000 is offered for information leading to his capture.[২১]
